I am not sure this has been done if so then yeah cant do much about it.
What i was thinking : At spawn there should be a notice board were Mayors of towns post things such as is they want somebody killed or just general topics such as farming,population and money or an epic building ( Sure Treijim the great can do this ) were all of the mayors meet including some body from the royal family this is to discuss issues and problems with towns?!?.

theres a noticeboard in the city square, which you can warp to from spawn. you can buy a sign at the board for $300
