custom suffix titles

Members can now purchase custom titles for themselves, which are displayed after their name in dark grey. The cost is $1000 every time you want to change it. Titles that indicate a status higher than lord or emperor are not allowed, as are titles that would break the current rules.

Also, all mayors and elders now have an invisible mayor rank; they appear as nomads. They need to let an admin know which of the four basic ranks (farmer, miner, soldier, scholar) they would like to appear as.
